A recent report by the independent think tank, Resolution Foundation on how enforcement rules in the labour market is managed, highlights inconsistencies in practices.

The preliminary review considered how options for workers’ rights to basic entitlements such as rights to payslips, holiday pay and National Minimum Wage is managed in the workplace.

Findings suggests that one in 20 workers do not receive paid holidays and one in ten do not receive a payslip from their employers.

Research suggested that those in the Hospitality sector, mainly hotels and restaurants, were more likely to lose out on statutory workplace entitlements. Small employers with less than 25 employees including zero hour and temporary contract workers were least likely to provide payslips and paid leave.

Further analysis revealed that workers over the age of 65 are least likely to receive paid holidays and those aged 25 and under were significantly underpaid NMW, compared with any other age group.

The Organisation has urged Government to take stronger action to enforce non-compliance and suggests investigative efforts should be prioritised in targeting specific industries such hotels and restaurants.

Resolution Foundation undertakes research into the underlying living standards of low to middle income group, focussed on the jobs market and providing recommendations for improvements in addition to other areas of social imbalance.
