David Metcalf, Director of Labour Market Enforcement, is seeking evidence to inform his Strategy for 2018/19, which will directly affect how HMRC enforces the national minimum wage (NMW).
The call for evidence follows the Director’s introductory strategy which set out an initial analysis of the labour market on non-compliance and enforcement.
As part of the strategy, Metcalf is looking to develop an intelligence hub to collate information from HMRC, Employment Agency Standards (EAS) and Gangmasters and Labour Abuse Authority (GLAA), as well as research from academics, unions, charities and so on. It is hoped that by layering these different sources of information a clear picture of the labour market can be created to help inform enforcement priorities.
With regard to HMRC, Metcalf is specifically seeking to understand what systemic employment issues facilitate or are linked to the failure to pay the NMW, how it should respond to individual complaints against proactive enforcement and whether the remit of the NMW team should be expanded.
