Despite the general election and a continuing doubt over many policies that are intended to be implemented from the 6th April 2020. HMRC have confirmed that the IR35 Off-payroll working rules will come into effect from the start of the new tax year as planned.
The government have therefore carried out a review into how the changes to Off-payroll working can be put into place, so as to ensure a smooth and seamless transition from April onwards. There are many contractors and employers that have stated that the governments review of the Off-payroll working legislation is ‘hasty’ and ‘meaningless’ and they are disappointed that the government have not announced a further delay to the introduction this new legislation.
