The childcare expansion initiative, launched in September 2025, has surpassed its objectives, with over 530,000 children now enrolled in funded childcare programs, exceeding the initial target of 500,000. This cornerstone of the government’s Plan for Change provides 30 hours of free childcare, delivering substantial cost-of-living relief, enhancing early education, and supporting parents in balancing professional and family responsibilities. The program fosters economic growth and promotes equal opportunities for children nationwide.

Robust National Uptake and Financial Impact

The initiative has achieved significant participation across regions, with 78,000 validated childcare codes issued in the Northwest and 92,000 in the Southeast. Families are realising annual savings of up to £7,500 per child, alleviating financial pressures and bolstering household budgets. By facilitating workforce re-entry, particularly for mothers, the program drives economic productivity. Education Secretary Bridget Phillipson emphasised, “The Plan for Change is delivering measurable benefits, enabling families to save significantly while supporting parents in achieving work-life balance.”

Expansion of School-Based Nurseries

A pivotal element of the initiative is the establishment of school-based nurseries, which have created over 5,000 new childcare places since September 2025, surpassing projections of 4,000. These facilities, integrated within school premises, streamline logistics for parents and ease children’s transitions into formal education. To further this progress, the government has allocated £45 million to develop 300 additional school-based nurseries, projected to provide up to 7,000 new places. Educational institutions are encouraged to apply for funding to expand access to high-quality, convenient childcare.

Strategic Investments and Long-Term Vision

The government’s commitment to early years education is underscored by a planned investment of over £9 billion in 2026 for early years entitlements, strengthening partnerships with private, voluntary, and independent providers. The Best Start in Life strategy, supported by £1.5 billion, focuses on rebuilding early years services, recruiting skilled educators, and establishing Best Start Family Hubs in every local authority. These hubs, complemented by the Best Start in Life website, provide authoritative guidance for parents from pregnancy through early childhood, ensuring thousands more children are prepared for school by age five.

Holistic Approach to Early Education

This multifaceted strategy addresses systemic barriers to early education, enabling educators to prioritise teaching and fostering every child’s potential. By integrating immediate childcare solutions with long-term educational goals, the government is laying a robust foundation for future generations. As Secretary Phillipson stated, “Our commitment remains steadfast: to support hard-working families and ensure every child receives the best possible start in life.”

Conclusion

The childcare expansion is a critical component of the Plan for Change, delivering tangible economic and social benefits. Through sustained investment and collaboration, the government is dedicated to enhancing parental support and securing brighter futures for children across the United Kingdom.

"I have always found the Learn Centre to be helpful and supportive of not only mine but the team's payroll training needs. The blended learning approach works well for me and I would not hesitate to recommend them as a Payroll training specialist provider not only for online delivery (e-learning) but also face 2 face and in-house. The Payroll Professionals Conference is also a great networking opportunity."
