It is generally accepted that, after a rocky start, Real Time Information (RTI) has now bedded in well with the exception of problems with the Liabilities and Payment Viewer – L&P viewer or “Dashboard”.

As I go round the country, many employers are telling me that they have given up on the Dashboard and do not give it more than a passing glance because HMRC change the figures without any audit trail at all. And when the employer contacts HMRC to discuss it, the person they speak to can give no explanation at all.

Because of this, HMRC decided to delay the introduction of automated penalties, instead introducing a risk based approach to penalties.

It is interesting to see that HMRC have now produced a survey to gather employer’s views on the Automated Penalty Appeal Service and their experience of receiving messages via the Generic Notification Service.

“HMRC would welcome customer feedback about using the online appeals service. If you have received an in-year PAYE penalty for late filing of PAYE information which you have appealed using the new online system please complete this short survey.

HMRC are also interested in hearing about your use of and your views about the Generic Notification Messaging service (GNS).

The survey result is completely anonymous and your participation will help HMRC understand how easy or difficult employers and their agents are finding the appeal process as well as experiences with the GNS service along with any views or suggestions of where improvements might benefit all users.”

We would urge employers to complete this survey in order that meaningful results are obtained.
